I think it would be worth adding a link to the Bug Report page from the
mailing list etiqette page. I know lots of people don't read the
etiquette either, but a bold title like "Are you reporting a bug? Check
this page first" _might_ help.

Could also be worth adding a link from the download page. The first
thing (most) people do when they find a bug is to check whether they
have the latest version, so the download page should be a frequent hit.
