No, this isn't a bug in svn.

svn won't commit changes in externals. So when committing from tsvn, no
changes in externals were commited which is fine.

But the tsvn commit dialog did show changes in externals with ticks
against them as if they were going to be commited, but after the commit,
the externals still weren't commited because of how svn works so
therefore the commit dialog was confusing because it displayed files
that it said would be commited, but they never were.

TSVN 1.1.1 made the change to not display changes from externals in the
commit dialog, but this seems to have introduced the bug mentioned in
that changes that aren't in externals aren't shown either so this is
definitely a tsvn issue.
