This one is not something that goes away on a time delay. It is test
data, but it would happen just the same in real life.

Right, now pay attention, you over there in the corner...
Create a new folder and checkout into it.
In the new WC root (only happens in root), create a new folder called
Obj.
Right click on Obj and select 'Add to ignore list'.
Go up a level so that explorer right pane shows content of WC parent
folder. The WC folder should now have a modified overlay because its
properties have been changed, but it is shown as unmodified.
Right click on the WC root and select commit. WC root is shown as
modified (properties only).
This is repeatable. My WC only has a few files checked out into it from
a small test repo.
