In principle I agree, but one big aspect of creating a release is placing
the files in the download section, updating the website and all the links
etc. Unfortunately we don't have a ftp section at tigris.org, so creating a
release means touching (almost) everything because the links change. It's
not just renaming a directory from "latest" to "archive-1.1.1" and putting
everything new into a blank "latest".
