No, because the FAQ cannot read / parse our development mailing list

Yes

Because the FAQ doesn't provide a means for that. I could attach an
e-mail function to the FAQ (Admin) Edit page and the Answer FAQ page.
This would send an e-mail to the list inidcating that FAQ Article
(Number) has been edited / answered. The title of FAQs coming in from
the "Ask Question" page should also be something better than just
"TortoiseSVN - FAQ"

You're absoulutely right. I'm thinking about implementing this for about
two weeks now, but I'm just swamped with work everywhere
