Why do you allow people like these to commit to your repository in the first
place?

This will never work 100%, because even then people will select the wrong
number from the list. They might not even be allowed to close that issue
even if it's assigned to them. Who's gonna check that?
Our rule here is simple. If someone closes a wrong issue, he has to reopen
it and buy chocolate for everyone. The same penalty applies to not running
you code through a formatter before committing. No problems so far...
