I don't like that idea at all! That would mean opening a network connection
to a ticketing system, filtering the open issues, finding the right project,
everything while typing along. All that to add comfort to an edge case of
TortoiseSVN. If you're not inside a corporate network this will slow down
entering commit messages considerably!
This would also be a client side - not project wide - configuration, because
people might want to see only their issues and not all issues for a project
(might be to many), so this can't even be a bugtraq:something property.

Why can't people just fire up their issue tracker, filter by "assigned to
me" or whatever applies and enter the issue numbers manually?
