You can already do both of those things from Settings->Look&Feel. You
can select which options go directly into the top level menu. Options
which are not relevant for the file type are excluded automatically, eg.
you get either Checkout or Update in the top level by default.

The reason it doesn't is simply speed. If you try Get All on the SVN
repository which has > 11000 revisions you will have time to get a cup
of coffee, watch some paint drying and read War & Peace ;-)
