Not really worth the hassle IMO - syntactically wrong numbers seem much
less likely to me than sementically wrong numbers (non-existing, not
assigned, assigned to someone else, already closed, .......).

One more reason to say not worth it.

That's how I imagined that as well. Just if there is no "open tickets
list" because it was never requested, the commit might fail in a
pre-commit hook that makes a hard validation.
