[TSVN] global ignore & keywords

is there a way to define the ignore files and activate keywords globally
on a TortoiseSVN Client (or maybe the server) ? (for all users and all
repositories).

i try to set registry in HKLM like there
http://svnbook.red-bean.com/svnbook-1.1/ch07.html

but HKLM, "#global-ignores" seems to be ignored.

last, what about the log templates with file status ?
(like http://subversion.tigris.org/servlets/ReadMsg?list=dev&msgNo=80986)
