The most current version usually ships with the most current version of
TSVN and of course gets uploaded to the website with the release.

But we're constantly working on the docs as well as TSVN. So if you
really need the most current version, you can check out the TSVN project:
http://svn.collab.net/repos/tortoisesvn/

The docs are located in the doc subfolder. If you don't want the whole
project, you can also just check out the doc folder alone, but you then
have to get a copy of the file TortoiseVars.tmpl which is located one
folder above the doc folder.

The docs are in DocBook format, so you need to build them yourself.

There it is explained how you can build the docs yourself. You need a
lot of open source tools and files to do that, but all those are zipped
into one (big) file "tools.zip" which you can find on our website. Just
unzip that file into a folder called "tools". Then make a copy of the
file TortoiseVars.tmpl and rename that copy to TortoiseVars.bat, edit
that file to reflect your own paths to the tools folder.

Then you can build the docs by doubleclicking on the file GenDoc.bat...

Discussion of the docs happens on this mailing list. But patches should
be sent to the mailing list patches@tortoisesvn.tigris.org - we created
that list so that big attachements won't bother users on this list.

The people working on the docs are mainly Luebbe Onken and Simon Large.
But as I said: discussion about the docs happen best on the list -
private mails tend to be eaten by spamfilters...
