Are you asking for the TortoiseSVN context menu within Eclipse?

If yes, Eclipse is written in Java and to my knowledge does only use
Explorer when opening (external) files. Here the TSVN overlays will be
displayed and TSVN's context menu is available.

You won't get get TSVN context menus in Eclipse+Subclipse where it's
using java.

Subversion support in Eclipse is activated through Subclipse by using
the context menu in the package explorer. Use Team -> Share
Projekt... to activate Subversion support. Overlays and label
decorators are configured in Window -> Preferences -> Team -> SVN.
You can't change overlay icons though.
