Sorry, my fault. Seems the build.txt is a little outdated. We once had
the tools located there, but since the introduction of
TortoiseVars.bat/tmpl we relocated that to /TortoiseSVN/Tools.

The reason we use TortoiseVars.tmpl is that you can make a copy of it
and rename the copy to TortoiseVars.bat which you then can edit to suit
your own paths/locations.

You will need NSIS to build the language packs.

I updated the build.txt in revision 1830.
