For TSVN, just install the new version, the old version is automatically
removed before the new version is installed.
For Subversion, you should probably first uninstall the old version,
because the folder structure in the install folder has changed. Then
install the new version and you're done. No problem with upgrading at all.

Just don't forget to reboot your computer after upgrading TSVN - or at
least log off and log on again (ok, killing all explorer processes would
work too, but that means also killing the desktop process which I don't
really recommend).
If you don't reboog/logoff, then the shell extension of TSVN is still
loaded in memory and used by the explorer instead of the new installed
version.
