[TSVN] Minimum Log message size

Hi,

After accidentally commiting without a log message, I noticed that the
minimum log size message settings that was present in < 1.1 version is
gone in the 1.1 version. After looking in the help documents, it seems
this has been replaced with a versioned folder property tsvn:minlogmsgsize.

While I understand that it can be useful to have different log message
requirements in different branches of the repository, and force all tsvn
users to adhere to these requirements, I think it would still be useful
to have a global setting for this (overridden by the presence of the
property maybe.)

Not all checkouts are from the root of the repo or trunk, and setting
the property on ALL folders seems a bit like overkill.

Or maybe I'm overlooking something obvious here?
