As of revision 1804, a new property exists to control the position of
the bugtraq:message. The property is "bugtraq:append" and defaults to
"true" which means the bug-ID is appended at the bottom of the log
message (as it is now). But if set to "false", the bug-ID is inserted at
the top of the log message.
