I'm logged in and the issue tracker shows I have 6 votes for subversion
issues but I don't seem able to cast them.
The help says that I should see a vote link above the additional comments
(which I assume is the long description at the bottom). This link does not
appear to be there.

Do I have to be a member of the subversion project? If so why do I have 6
votes that I cannot cast?

Puzzled, Bill
