[TSVN] Docwriters please run an update

I just changed the doc build script to use Simon's enhancement to
SubWCRev (the "last changed date" part). So the files tortoisemerge.xml
and tortoisesvn.xml got renamed to *.tmpl for that.

Don't worry, the build script checks if SubWCRev is available and if
not, just copies those files to *.xml again so that the doc build
process still works (without the date included of course).
