This was requested before (the log template), and it's in my "TODO" folder.
Using an external editor is something I won't do though.

And right here's the big, big problem:
such a template is usually project specific. So the template should be
somehow tied to a specific repository, and not to the client. But:
Subversion doesn't provide server-side configs (yet).
