[TSVN] Context menu for added files

From: Simon Large <slarge_at_blazepoint.co.uk>

When a file/folder is marked for add, but not yet committed, the context
menu has the full range of options for a controlled file, but many of them
do not work because the file is not yet controlled.

Diff: not appropriate (can't work)
Rename: displays helpful error message, but is this menuitem needed?
Delete: confusing. Tells me there are local mods, but if I opt to keep the
local file, it is still marked for add.
Revert: This is the only way to deselect the file for add.
Branch/tag: not appropriate
Switch: not appropriate
Merge: not appropriate
Blame: not appropriate
Patch: this one is curious. It includes the properties of the added file,
but not the file content.

Simon
