i'm using silent install ...

msiexec /qb /l* %SystemDrive%\netinst\logs\tortoisesvn.txt /i
%Z%\packages\tortoiseSVN\Tortoise
SVN-1.0.8-UNICODE_svn-1.0.6.msi REBOOT=ReallySuppress

with ALLUSERS=1, it seems to be ok.
but i'm agree it would be best to be default (or maybe in faq ?)
