[TSVN] Tooltip hide delay (was TBlame)

I tried to find that system setting and failed. Even TweakUI doesn't show
it. But this article explains how it works:

The default delay is 10 times the double click threshold ... whoever came up
with the logic for linking those together?

I presume this call also provides a means of setting the delay, although I
am not a proper windows programmer so I don't know how much work it
involves.
