[TSVN] File deleted in repository -> problem when updating

I deleted one file from repository and then performed few updates and
commits. Nobody else accessed the repository till today.

One co-worker tried to do update, but he gets the following error:

REPORT request failed on '/svn/HMgrRep/!svn/vcc/default'
File not found: revision '27', path '/HManager/HinfoFTP.clw'

HinfoFTP.clw is the file I removed from repository (and it is not
there, I checked now).

Why isn't the file just removed from the co-worker's local working
copy and the update doesn't go on?
