This shouldn't happen. When I try the same, the ignored file shows up in
the add dialog. But of course only if you select the _file_ directly to
add, not the parent folder. Then it shows up in the add dialog and you
can add it.

The svn:ignored property is not set on the file, but on the parent
folder. The property doesn't work on files. Just select the parent
folder, and you will see the property
svn:ignored
filename.ext
in the Subversion tab there.
