If it's versioned, TSVN _will_ show it in the commit dialog, whether its
ignored or not. Ignoring is for unversioned files. Versioned files _must
not_ be ignored under any circumstances! After all, that's what a
version control system is for: to _not_ forget
files/changes/modifications/...

No. It would break the Subversion rule number one: never loose any data.
