[TSVN] ignoring an already-versioned file

It appears that there is no way in the context menu to ignore a file that's
already being versioned. New, unversioned files have the "add to ignore
list" menu item available. I want to have a file that's checked out that I
can modify locally and never have to explicitly deselect when I commit. I
will want to change the file in the future, so I don't wish to simply remove
it from control. I just want to ignore it for a while. Is there no way to
do this except manually, and if so, why?
