Sometimes it's needed. If you just want to take a look at an old file
and update to HEAD right afterwards...

If you think about what a revision really is, then it's all perfectly
clear: a revision is _not_ tied to a file, it's tied to _all_ files in
the repository. So an update-to-rev will replace the current rev with an
older one, but if you do that update only on one file, then you don't
have the whole revision but only a part of it.

I haven't found a real use case yet. But people wanted to have this, so
it's in TSVN...
