[TSVN] Bug in Bug Tracking Integration

Setting up and trying out the bug tracking integration with our system. It
works really slick!

I did find a small problem when I was testing. When doing a commit, if I
have only selected one or more specific files, the Bug ID field does not
show on the commit dialog. If I select the parent folder of the files it
does.

NOTE: A folder a couple of levels above the folder I selected is the one
where I set the properties. So it is properly looking up the WC to find
the properties. It just doesn't seem to be doing it if you only select a
file.
