It does a straight replace of the %BUGID%.
Is it really necessary to mention several issues in one commit? AFAIK
issue trackers have the ability to mark some issues as duplicates of
others and/or mark them as dependent on others. So mentioning one issue
should be enough?

Completely agree with that. Such a property would be very bad.
