[TSVN] Doc patch - patches and a note on commit timestamps

Lübbe,

This patch file adds a new section after Branch/Merge explaining the use of
patch files.
I don't know how complete it is as it is only based on what I have worked
out from
using it myself. The SVN book doesn't have anything to say on the subject
either.

There is another minor change which just adds a warning that using commit
timestamps
rather than current timestamp can cause build problems.
