[TSVN] Patch file save as dialog

When I create a patch file, the Save As dialog offers SaveAsType Patchfiles,
but does not say what extension it is using to distinguish these patch
files. The initial value of the filename is also blank, so that doesn't give
a clue either. The .patch is easy to guess, but if you added "(*.patch)" to
the end of the "Patchfiles" string it would be explicit.

The documentation does not include anything about creating and using
patches. Would you like a patch about patches? ;-)
