Would it be a bad idea to use svn-properties for this? I mean,
you could perhaps define a property called tsvn:bug_id_template
or something, which then contains the template-text. If you set
this property on a directory, then TSVN would use it when
committing to that directory.
If this works there might be other "settings" you could store
in properties - like minimum lenght for log messages....
