I too noticed this. I don't recall having to restart when I first
installed it.

Out of curiosity, how is TSVN different from other programs that
incorporate shell extensions? Doesn't WinZip and WinRAR add context-menu
items to handle certain files? I don't think they require a restart.

If you didn't restart after installing the previous versions, you're in
luck it didn't crash. Remember: TortoiseSVN is a shell extension, which
means it is used and loaded by the explorer/desktop process. So as long
as you don't restart, you will still use the already loaded (but
previous) version.
Also, the installer can't replace the dll's which are in use by the
explorer, so those dll's can only be properly replaced on a restart.
