[TSVN] Request: allow specify file contents encoding in TortoiseMerge

I often work with files, that are encoded differently (UTF-8, ISO-8859-1,
CP-1252), that my Windows system encoding (CP-1250). TortoiseMerge has no
problems with these files (merges its content), but any characters that
are outside ASCII, are displayed as garbage and readability suffers. As
TSVN is unicode internally (at least on Win2000/XP), this would only
affect visual side of TortoiseMerge (I think).
