We already guessed that. Just send my first reply (the translation of
your disclaimer) to your Admins and your bosses. I think once they read
that they get very ashamed and might remove it (I know, I know - but
never give up hope!).

Try the repair function in the software dialog of XP. Maybe the SP2
messed something up in the registry and TSVN needs to be repaired.
