But now eveyone that uses 1.0.8 and doesn't want to upgrade to a beta
version gets the new version dialog.

How about this: Change the settings dialog to look like this:

[X] Check for newer versions
  [ ] Check for beta releases

Only when the first option is checked the second one is available,
otherwise it is grayed out. Checking the first box will result in
notification of final releases, checking both boxes also notifies about
beta of RC releases.

I think this can be easily implemented by using 2 text files on the server.
