I don't think so. When I click on file1.xx file, then just add *.xx to the
ignore list because I selected a *.xx file. If I wanted to add *.Xx to the
ignore list I would have clicked on a file2.Xx.

And this would work no matter if the OS is case sensitive or not. All other
side effects (like will *.xx ignore *.XX files as well on windows) would not
be a TSVN issue.
