[TSVN] Log comment length and 'don't remove comment when cancelling commit'

Don't want to annoy, not complaing about the usual issue!!! I like the
new functionality but the problem I've seen is that:

If you type a comment, cancel the commit, then later go to commit again
the comment appears (and may be long enough) but the Ok button isn't
enabled until you actually type the specified number of characters.

Could it check the string lenght when the dialog appears also
