[TSVN] Check for updates when repo isn't available

I often use 'check for updates' so I can see at a glance what changes
I've made before commiting (i.e. when I have no intention of a commit
because I haven't finished all the changes I need to make).

When working offsite, repo access isn't available. However, you can
manually do a compare using 'Show Diff' on each file. But 'Check for
updates' doesn't work because it requires the repo.

Would it be possible for 'Check for updates' to show just local changes
if the repo isn't available? (Maybe as a prompt first, so the user
realises the repo is unavailable?)

I would find this useful when working off site.
