[TSVN] Proxy issues, a suggestion

Hi,

I've noticed that there are reports of proxy-related problems with the
latest version of the software.

I have just been involved in an Internet-connected software product where
we were using the IE proxy settings to make HTTP connections. What we
discovered (*not* during the beta period, of course) was that a number of
our customers has proxy configurations which caused our application to fail.

What's particularly confusing is that it turns out that you can enter any
old rubbish into the IE proxy settings dialog, and IE will still work
fine. Apparently IE tries with your proxy settings, and then tries again
without them.

Because our application is 'zero configuration', we got around this by
trying the HTTP comms first with the proxy settings and then trying again
without them if they failed. Obviously, there's a performance hit to this,
and it might be better for TSVN to use an option.

The failures can look like either DNS errors or connection errors,
depending on how the proxy stuff is (mis)set.

Hopefully this might be helpful to the devs...
