[TSVN] Starting external text editors

And I also could confirm the "issue" with opening external apps for viewing config/blame.
I use EditPlus2 for default text viewer and I attached the errors it gives after clicking "Edit"
button in |TSVN Settings | Main" dialog ("Settings_Main_Edit.png") and after a request for "Blame"
on a file ("SVN_Blame.png"). By the way both files mentioned in the error messages exist.
