I agree completely - version control without reasonable comments about
each change is pretty worthless.

I have a question about how this is implemented though. It looks like
this is an individual preference setting - in other words I can set my
computer to require 20 characters and someone else on the project can
set theirs to 1 char. Is that right? Is there a way the project
'owner' can force everyone on the team to type at least 20 characters
(something short of physical violence would be preferred, but I'm
flexible).
