Yes, I think it was actually a DNS problem not a proxy problem, and I
have it fixed now. But I don't understand why TortoiseSVN didn't work
when every other program on the computer works properly without any
special networking configuration changes.

In case anyone else has this problem:

My computer is Windows XP Professional. Network settings (IP, DNS and
gateway) are all configured manually with a fixed IP address.

To make TortoiseSVN 1.0.7 work at all I had to make the following change:

Control Panel -> Internet Options -> Connections -> LAN Settings ->
check the box called 'Automatically detect settings' then reboot.

Apparently, TortoiseSVN wants to use the Windows/IE settings. However,
if they are all set manually, which is what I think I had, TortoiseSVN
doesn't get that information.

I'm no Windows expert so I can't explain it any better, but it's all
working for me now.
