TSVN is enough, if you just need a client to connect to a Subversion
server. TSVN contains all required files and libraries you need.

The "plugin" for Apache _is_ part of SVN. So to get that you need to
install SVN (or just use the zip-version of the release).

No. The "_svn" Version only affects your local working copy.
