[TSVN] UNICODE support for file names

Please add UNICODE support for file names.
When I create a folder in my repository with some czech (the language of
the
Czech Republic) characters (like "Databáze") from repository browser, it
is
OK. When I try to import my folder to the new one in the repository, it
fails,
because it cannot find svn format file (.../Databse/format). The problem
is
that it makes Databse from Databáze so that the á character is lost.
