You're right. There's no way to do this without either have all clients
do an update between two renames (what's version control for again?) or
without deleting the whole directory where the case-problem file is in
and then do an update.

Could you please send a mail describing exactly this to the subversion
mailing list? There already are some issues about this in the issue
tracker, but the "target milestone" keeps getting pushed back over and
over again with comments like "haven't heard of such problems for a long
time, so pushing it back to ....".
