I don't think I will change that behaviour. If you select the
"recursive" option there, any change can take a long time (depending
on how many files and subfolders you have). So to prevent an
accidental push to the set button and changing _all_ files/folders
below the set button is only enabled if you really have entered
something in the edit box before.
The workaround as you call it isn't that bad - and I guess every user
will find this out on his/her own when they see that the set button is
disabled.
