And where did you get the TortoiseProcLang.dll and
TortoiseMergeLang.dll from? If you got it from the website, then TSVN
will sure load these - they have the same version as the installed
TSVN. The only thing which you should see there is some untranslated
strings.

I really don't know why the effect you described happens - it doesn't
happen here. Maybe someone else can reproduce it?
