the "overlay" list by default. This would eliminate the majority of the
user's overhead. The main issue would be the management of this list,
and ensuring that deleted directories are removed as needed (e.g. after
a filesystem delete)

I definitely see the advantages to having an "overlay only" list. I've
got users running TSVN on *gasp* Pentium 2 - 233mhz systems. They
crawl, but it works. Anything that I could do to maximize performance
would be great.
