+1 for the explicit enable.
I also use a single folder where I keep all my repositories,
I don't quite like the fact that all explorer operations are slower
because TSVN has to check for the existance of a .svn folder in
each and every SUBdirectory when I open a folder.
( if one opens a folder with ~200 subdirectories, explorer is already
slow, but AFAIK with TSVN it even has to go INTO all these 200
folders and check for a .svn folder. )
I'd even suggest an extra option to
disable the .svn check and overlay
for folders completely. (anyone with me?)

p.s.:
if there is no consense, probably an include+exclude list
or even a complete regexp would be best :)
e.g. EnableSVN=regexp#c:\user\*\Work\*#
